Work Programs 2010-2012

Transportation and Improved Mobility

Continue to actively support, advocate and pursue funding for the WSCCOG top transportation priority projects:
  • Exposition Line
  • Westside Subway Extension
  • I-10/Robertson/National Area Circulation Improvement Project
Continue to support transit regionally via such intra-regional connectivity components as the Green Line/LAX and the Regional Connector.

Participate in METRO’s efforts to revise the Measure R Expenditure Plan guidelines most directly on METRO’s proposed 3% Local Match recommendation.

Develop guidelines for WSCCOG joint transportation grant applications.

La Cienega Corridor Enhancement:
  • Develop consensus between Electeds of affected jurisdictions on desire to take a comprehensive look at opportunities to improve the La Cienega Corridor;
  • Once consensus is developed and with approved WSCCOG funding plan, engage consultant and/or local school design students to develop recommendations to improve physical appearance, traffic movement, transportation and pedestrian orientation along La Cienega Blvd.
Continue to coordinate on programs such as:
  • The West Hollywood/Beverly Hills joint taxi voucher program.
  • Sub-regional transit connections with Culver City Bus and Santa Monica Big Blue Bus transit systems.
  • Sub-regional and regional METRO transit service.
  • Bike paths within the Westside Cities in coordination with Sustainability Committee.
  • SB 375 implementation with the WSCCOG Planning group.

Homeless Issues

Continue to advocate that the Westside Cities, and the region, garner more Federal and State funding and legislative support for creating permanent supportive housing with wrap-around services. This includes the review of formula allocations and funding criteria that do not account for the magnitude of the homeless population in the region.

Pursue more housing assistance vouchers for the Westside and County of Los Angeles including Shelter Plus Care, Section 8 and HUD-VASH vouchers.

Indentify and support "best practice" strategies to align supportive services to the development of housing for homeless individuals. These include:
  • Conducting regular, complete homeless counts within WSCCOG;
  • Identifying and targeting resources to the most chronic and vulnerable homeless;
  • Sharing good neighbor strategies and outreach tools.
Identify and target resources specific to serving homeless families, youth, seniors and veterans.

Participate in planning, advocacy and support for programs which serve the WSCOG area including:
  • Ensuring the future availability of Westside armories for the Winter Shelter Program and coordinating timely resolution of issues;
  • Creating better linkages to the VA Greater Los Angeles Healthcare System for housing, supportive services and benefits opportunities including linkages with the West Los Angeles Veteran’s Affairs campus.
  • Creating better linkages with Los Angeles County supportive services including health care, mental healthcare, substance abuse treatment and benefits.
Work to understand the homeless population on a sub-regional basis; review and implement opportunities for greater coordination of services across the Westside cities, and set sub-regional goals and targets to measure progress.
  • Use data to understand who is homeless and to identify individuals who spend time and access services in multiple jurisdictions;
  • Work to understand the kink of service and housing infrastructure needed to end homelessness;
  • Use cost-benefit analysis as a measurement and advocacy tool;
  • Share and implement common best practices including, but not limited to public safety departments, outreach workers and healthcare organizations.
Continue to monitor and coordinate responses to emerging needs and issues related to homelessness in the region.


Environmental Issues:

Explore joint actions to effectively deal with green building regulations and other issues of sustainability.
  • Method: In order to insure cohesion among the COG jurisdictions, current policies and programs of each jurisdiction will be compiled and opportunities for joint action will be identified.
Collaborate with member jurisdictions on AB 811 solar energy program for residents and businesses.
  • Method: Participate on the stakeholder committee on the development of the Los Angeles County AB 811 Municipal Green Building Financing Program;
  • Method: Insure that the COG and member jurisdictions provide advocacy, adoption and outreach for the financing program.
Work with Southern California Edison and LADWP on a regional energy conservation rebate and solar energy programs for residents and businesses.
  • Method: Participate to the extent possible in the ongoing development and evolution of such programs to respond to the needs of COG jurisdictions communities.
  • Method: Insure that the COG and member jurisdictions provide advocacy, adoption and outreach of any such program.
Conduct joint actions to effectively deal with water quality protections, urban runoff solutions.
  • Method: This is an item where there may be mandates with which each jurisdiction must comply; however, collaboration opportunities will be a goal.
Review and respond to South Coast Air Quality Management District (AQMD) and air quality actions of the federal, state and regional entities.
  • Method: This is an item where there may be mandates with which each jurisdiction must comply; however, collaboration opportunities will be a goal.
Compare solid waste diversion and conversion technology programs for each member jurisdiction and share latest programs such as zero waste policies and efforts to divert more solid waste.

Continue environmental education and public health programs, relative to stormwater runoff.
  • Method: Insure that educational material is compiled, updated and circulated to all COG jurisdictions;
  • Continue collaboration with the Santa Monica Bay Restoration Commission (SMBRC) on stormwater matters.
Develop joint programs for "Smart Gardening" programs for composting and other efforts.
